Bruce Simpson, current Zoning Board
member,(and
past chairman,)plans to appeal the Building Inspector's recent
ruling that
he is illegally running a business from his home. The initial hearing will be on Wednesday, January 16th, with the ruling set to be delivered on February 20th. Simpson's wife, Marie, is the Administrative Assistant for the Zoning Board. | |
His next hearing is in March. He, and his
wife,
will both have to recuse themselves. I hope somebody brings a tape
recorder, so that the minutes don't get "lost" shortly after the
meeting.

It is truly hilarious that people out
side of
Norfolk are even interested in this. Too bad Peter Chipman who
sits on the
Board of Health is a hypocrite. The Board of Health is one of the
main
boards to review and approve a proposed waste water treatment
plant. He is
pushing this so he can develop his property which is clearly a
violation
of State Ethics Law. Speaking of tapes, Chipman already has
practice in
loosing tapes. Ask him where the video tape of a Zoning Board
meeting is
that he "lost." | |

I happen to be from Norfolk, and it
appears to me
that Mr. Simpson has brought these problems unto himself. Call
Peter
Chipman what you want, but he single-handedly turned the Board of
Health
into a entity that taxpayers could go in front of (despite the
fact Mr.
Domey's still the inspector.) Don't stray from the crux of the
matter.
What Mr. Simpson did was illegal, and he basically thumbed his
nose at the
very system he allegedly was supposed to protect. |
Peter Chipman is the owner of 220 Main
Street a
site that was contaminated with gasoline...to use your words
"Maura" Mr.
Chipman "basically thumbed his nose at the very system he
allegedly was
supposed to protect" by doing nothing for 8 years. He violated a
half
dozen or so State regulations and various Town bylaws that protect
groundwater. The Board of Health is the primary local authority
who is
repsonsible for local oversight of contaminated sites... I submit
to you
that he used his position to avoid compling with the
law. For you to say that Peter Chipman single-handedly turned the Board of Health into an entity that taxpayers could go in front is insulting to all past and present members on that Board, all other Town Boards and all volunteers in Town. Chipman did nothing to help me or any of my neighbors to deal with difficult septic system issues and repairs. He defered to Mr. Domey to make the decision. Chipman did nothing in the 12 years he has been on the Board of Health but to advance his own adgenda and work to his benefit projects. He sits on the Zoning Bylaw study committee and tried to push through zoning bylaws that are favorable to him. This too is a violation of the State Ethics law. From my perspective, Mr. Simpson is innocent until proven guilty, I'm sure that there are facts in this matter that will become public during the appeal process that neither you "Maura" or I are aware of or are privy to. | |

guilty.
Bruce will have his chance in about 6 weeks. I do want to say,
though, as
one who was deeply involved with the BOH that Peter did indeed
help get
things more 'user-friendly.' | |
