  • 3/31 7:23pm   My name is Jason ("Jay") Talerman and I am running for Moderator. I am already the Town's Deputy Moderator and would like to continue to serve the Norfolk Town Meeting.
    Town Meeting is important! It is the one time of the year that Norfolk residents have the opportunity to debate the Town's thirty million dollar operating budget, capital projects, zoning bylaws and other vital matters. The Town Moderator is the Chairman and emcee of your Town Meeting.
    It is essential that your Moderator be thoroughly well-versed in the laws and traditions governing Town Meeting procedure. It is also essential that your Moderator have an understanding of general municipal governance so that he or she may be able to guide debate and discussion of the articles present to Town Meeting. Last, but certainly not least, your Moderator must know the Town of Norfolk. Without such knowledge, it is impossible to truly appreciate and guide the debate that occurs on Town Meeting floor.
    I have resided in Norfolk with my family since 1995 and am a regular attendee at Town Meeting. I also have served on a wide variety of local boards and committees, including the Council on Aging (present Chairman), Conservation Commission, Master Plan Committee, Community Preservation Committee, Bylaw Review Committee, and Town Administrator Search Committee. My experiences on these boards and committees have provided me invaluable experience and perspective on the issues affecting the Town of Norfolk.
    My day to day duties as a municipal attorney also provide me with unique qualifications to serve as your Moderator. I have been representing Massachusetts cities and towns for more than 15 years and, presently, my firm serves as Town Counsel to fifteen towns. I regularly advise my client towns on a wide spectrum of issues, ranging from municipal finance to zoning bylaws and everything in between. I assist all of my towns in the preparation of town meeting warrants and have appeared at well more than 100 town meetings throughout the Commonwealth. I work closely with the moderators in each of my client towns and routinely provide counsel and training on nearly every aspect of the law as it applies to town meeting.
    A successful moderator will present Town Meeting articles in an easily-understandable manner, facilitate orderly but spirited debate, and ensure that the Town Meeting's business will be completed in a concise and expedient manner. I believe I have the necessary experience and skills to make the Norfolk Town Meeting a productive and enjoyable event.

    Norfolk Girl Scout Troop 74767 is currently running a pet supply drive to collect bedding and old towels for use at the Norfolk Animal Shelter.
    Please drop off your bed linens (comforters, blankets, sheets( flat only), pillowcases) and old towels at the following locations: KMK Cleaners on Rockwood Rd; Healthy Pet Supply on Main Street; Norfolk Library on Main Street; and the Adirondack Club on Chestnut Street in Franklin.

  • 3/31 7:01pm   On March 10 someone wrote on Norfolk Net looking for news on the future of Jane and Paul's Farm. The Selectmen-appointed Jane and Paul's Working Committee has been meeting. The summary of their efforts has been discussed at the February 19 Community Preservation Committee, Selectmen (at least on January 28), March 18 Planning Board, and March 26 Advisory Board meetings.
    Repeats of these meetings can be seen on Norfolk Community Television's Comcast channel 22 and Verizon channel 42. The playback times can be found at www.NorfolkCable.com/schedule. These meetings and other programs can be viewed online at www.youtube.com/user/NorfolkCable.
    The current future plan includes a request from Community Preservation Open Space and Community Preservation Historic Preservation accounts.
    The Community Preservation Committee has a Public Hearing to review their Town Meeting Warrant Articles scheduled for Apr 30, 2014, at 7:30 PM. You can check www.mytowngovernment.org/02056 to see if that date or time changes. I hear that the CPC will also host a Public Discussion about Jane and Paul's Farm.
    How our tax dollars will be spent will be decided at the Annual Town Meeting that starts on May 13th at 7:00 P.M. in the King Philip Middle School.

  • 3/31 6:58pm   Norfolk Recreation is offering two free Estate Planning seminars presented by Attorney Amy Antonellis. The first is Protecting your Minor Children and Family on Thursday, April 3. This seminar will cover guardianship issues in depth and how to responsibly and legally pass your property to your children.
    The second seminar is Estate Planning Basics on Thursday, April 17. This seminar will explain the necessary components of an effective estate plan and will address the use of various planning tools, such as wills, durable power of attorneys, and health care proxies.
    These are free seminars, but registration is required... we need to know how many will be attending.   • 3/31 6:46pm   Taylor's Triumph 2nd Annual Race on June 7th
    On Saturday, June 7th, 2014, Norfolk will hold its 2nd Taylor's Triumph, a 5K Run/Walk in honor of Taylor Manning who died unexpectedly of congenital heart failure in May of 2012. Taylor's passing at the young age of 13 left a lasting mark on the community; she will be forever remembered for her spirit, laughter and sense of adventure that encouraged us all to live life to the fullest.
    Taylor's Triumph will take place on Saturday, June 7th at the Holmes Field, 22 Myrtle Street, Norfolk, MA, and kicks off the Norfolk Community Day Celebration. Starting time is 9:00 am and registration will open at 7:30. The 5K is a fun, measured, scenic route through a beautiful residential section of Norfolk. Runners and walkers can pre-register through May 31st at www.racemenu.com/events/35181-Taylor-s-Triumph or by mailing in a registration form.     Last year, more than 550 participants attended the first Taylor's Triumph and the event was a true reflection of what makes Norfolk a special place to live. First-time 5K runners and walkers, young teens and pre-teens, older adults and experienced runners all joined together to celebrate Taylor and support the Manning family. This year, we anticipate an equally enthusiastic outpouring from the community and hope you will join us for this wonderful event.
    The Taylor's Triumph 5K will include water stations, refreshments and live music! All participants are encouraged to wear Taylor's favorite color "pink." Participants will receive a commemorative t-shirt and runners will be "chip-timed." Entry fees are $30 for pre-registrants and $35 for same day registrations. All proceeds will be used for the construction of the Taylor Manning Memorial, an accessible water park at Camp Jewell, a YMCA camp beloved by the entire Manning family.
    Taylor was a bright, energetic child who excelled in dance and school. She attended both the Norfolk Elementary Schools and Ursuline Academy where she made many enduring friendships. She had a passion for adventure and loved travelling the country and abroad. She was close to her family and loved spending time with her brother Jack, currently a 7th grader at KP Junior High. Gather your girlfriends and join us for an evening of music, dancing, and conversation while raising money for a worthy cause. Norfolk's Happy Feat was founded in 2010 and is a ladies' night out fundraiser for a different charity each year. This year the event will be held on Saturday, April 12th from 7:00 p.m. to midnight at Lake Pearl Luciano's in Wrentham.   • 3/31 6:37pm   Un-Common Theatre Offers Two Scholarships for High School Seniors
    The Un-Common Theatre Company is currently accepting applications for two $500 college scholarships.
    The first $500 scholarship will be awarded to a Mansfield High School 2014 graduate. This scholarship is offered each year in appreciation for the Town of Mansfield's support of The Un-Common Theatre Co in allowing use of their school facilities.
    The second $500 scholarship will be awarded to an Un-CommonTheatre Company Alumni who will be graduating from high school in 2014. In order to qualify, the alumni must have participated in any aspect of an Un-Common Theatre Company production including acting, directing or technical assistance.
    The applicants for the 2014 scholarships must meet the following requirements: involvement in music or theatre 3 out of 4 years during their high school years, an interest in pursuing music or theatre in the future, and continuation of education at an accredited 2 or 4 year institution. The added requirement of past participation with Un-Common Theatre Company applies to the Alumni Scholarship.
    Applications are available at www.uncommontheatre.org ~ click on NEWS. The Mansfield High School Scholarship application is also available at the MHS guidance office. For additional information, please email uncommontheatre@verizon.net. In order to be considered, all applications must be returned by email or postmarked by April 15th.
    This year the Un-Common Theatre Company is celebrating our 34th year of teaching kids life skills through the professional theatre experience. Un-Common provides aspiring young actors, singers, musicians, and technicians an opportunity to work under the guidance of theater professionals and perform in professional theater houses. We seek to develop children's confidence, self-esteem, teamwork and effective life skills in an environment in which creativity and appropriate risk-taking are encouraged.

  • 3/31 6:34pm   On Monday, March 24, 2013 @ 10am, our dog Charlie broke off his run in our backyard and ran away. Unfortunately his collar with all of his tags fell off. Charlie is a four year old Chocolate Lab who is extremely friendly. Charlie is only familiar with the Main Street area from St. Judes to the rotary in the center of town. He may have ran through the woods South of Main St. towards Rt.115 / Kilpatrick Way. If anyone has any information on the whereabouts of our dog, please contact the web administrator or Norfolk PD/ Animal Control Officer who can contact us directly. Thank you for your help

  • 3/31 6:33pm   BR(3), If zoning changes are made to allow cluster development (greater that 16 bedrooms per parcel) for 106 and 108 Main Street, then that approval would pave the way for future developments of similar nature on parcels of land (even those with homes on them) within the town's B1 district (downtown). Medfield allows cluster zoning types of construction and the builders keep piling houses onto small parcels of land. 106 and 108 Main Street in Norfolk... the builder wants to pack 50 or so homes onto two small parcels. This is not to benefit the town but to only benefit the linings of the pockets involved.
    I drove through Dover this morning... It is nice to still be able to drive through a desired town's center and to not see too much congestions with businesses, homes and so on... The towns center that is... Why not try to preserve the desired rural character we do currently have in place in our own town's center... or, we can gain the appearance of Franklin or Medfield with buildings toe to toe.
    The planning board has re-scheduled the meeting to further discuss this proposed measure on April 15th at 8:00 PM. Try not to let the persons pushing this change to discourage any of you by their ways of dragging this on and on and on. It is a tactic they use to tire you/us out so that we might give up the concerns. If you wish to preserve our current B1 district zoning bylaws to insulate our town's center from cluster style building... then stay the course and keep on keeping on! This is our town too and we count!

Perhaps exceptions should be made for sensible constructive input from non-residents about our town, Norfolk, but in all the years past, I cannot recall one message you have posted where you have actually sounded sensible and constructive... I suspect that your new community does not have a message board similar to our message board for you to dispatch your continuing rants upon...? No new hobbies to consider other than congesting other towns message boards with your odd rhetoric...? Must be very quiet where your new burrow is located. WM, can you dismiss messages that drift in from non-residents that do not seem to present a constructive, helpful tone?
    It's too bad there is not yearly spraying for this sort of pest.

  • 3/31 6:28pm   The 8th annual Norfolk Runs 5K Road Race will be held on Sunday, April 27, 2014. This great event for adults and children is sponsored by the Norfolk Dunkin' Donuts and the Norfolk Lions Club. All proceeds from the race will be donated to the King Philip D.A.R.E and S.A.D.D programs.
    We use a USATF certified course and the race is professionally timed. Participants may choose to run or walk the flat 5K certified course. There is also a 1K race for children and the young at heart. Children start at 9:30 AM while runners, followed by walkers start at 10:00 AM.
    The registration fee is $20 if pre-registered at least 48 hours prior to race day, $25 to register on the day of the race and $5 for children under 12 and active duty military, including guard or reserve members. The first 100 registrants receive a free event t-shirt!
    Registration on race day starts at 9:00 AM next to the Norfolk Dunkin' Donuts at 134 Main Street, Norfolk, MA.
    Medals and prizes will be awarded to the winners in various age and specialty categories. Music, raffles and refreshments are also part of this fun family event. Visit www.NorfolkRuns5k.org for more details.

  • 3/22 12:53pm   RJP: Library policies are accessible through the Library Home Page. The Trustees have a policy for use of Meeting Rooms by for-profit groups and individuals. Smaller study rooms and other spaces that might be used by a tutor are beyond the scope of the current policy. Accordingly, I will place this issue as well as a draft policy for use of these smaller rooms as well as other rooms by small businesses such as tutors, on the agenda for the Trustees to consider at its next meeting in April.

The concert starts at 7:00 p.m. This is a free performance and is open to everyone. Please come out to support these rising musicians and enjoy and evening of great performances from talented students.

  • 3/22 12:41pm   King Philip Music Association is proud to announce the Massachusetts Instrumental and Choral Conductors Association will once again be hosted at the King Philip Regional High school on April 4-6, 2014. The King Philip Music department will be entering multiple ensembles into this festival. The King Philip Middle School concert Band will be performing at King Philip High School on Friday April 4, 2014. The 8 th grade Concert Band will perform at 4:30 p.m. and the 7 th grade Concert Band will perform at 7:30 p.m. The King Philip High School bands will be performing at Bellingham High School on Saturday April 5, 2 014. The Concert band performs at 9:30 a.m. and the Symphony band performs at 11:30 a.m.
    The MICCA Festival is open to elementary, middle school and high school music groups. This festival will include schools throughout New England and New York. The variety of music, ensembles and choral groups will be vast and entertaining. The size and scope of this festival avails itself to multiple sites throughout the weekend.

There may also be operating expenses and taxes built into this type of lease, which might bring this up to $2,000 per month - which is ten times less than the number you quoted. No business in any suburban setting could afford $240,000 per year for a 1,000 square feet of space unless they had some extremely valuable products with a significant profit margin. Just wanted to be sure people understand that lease costs in town are not as high as quoted.

    In the meantime, stick to blaming things on topics you all can understand, such as demons causing milk to spoil, magnetic angels curing your lumbago and the occasional leprechaun bringing you good luck.

The developer should be ashamed of himself for treating his own Town the way he is. It is along the same lines at Stop and Shop's treatment. The property at 220 Main St has had a license to serve liquor since 2008, another year that its owner Served the Town. Where is Cafe Presto? I for one would most likely go there[...] due to its location; and I would be driving, not walking there. Downtown Norfolk needs businesses, not more homes to tax our infrastructure. It was noted at a recent BOS meeting that the convenient store owner near the train station would like to expand but the landlord wouldn't give him the type of lease he was seeking. So its cheaper for the building to sit vacant? Shouldn't someone be speaking with property owners about enticing businesses to come to Norfolk? Economic Development Committee perhaps? Norfolk has plenty of homes. We should not be banning water use while we sell water to neighboring towns. We have elementary school class sizes in the 20's already. I'm sure most residents know what Franklin is like. Let's not become them. I was told that both Planning Board and Zoning Board discussions regarding 106/108 Main St were rescheduled this week until some time in mid-April. I'm sure that members of those boards would rather most residents are confused about the date change and won't attend. As many residents that will fit into the Town Hall should attend. Developers aren't just looking at Main St, but also down the road to request these zoning changes in any area of Town. This is an important topic that will forever change the look, feel and financials of Norfolk.

With several new families in the neighborhood, with small children, and the tendency of drivers to speed on Barnstable this is a needed sign and I appreciate the prompt actions of the staff at the DPW.

Led by the well-traveled and renowned wine expert Bob Harkey of Harkey Wine and Spirits in Millis, Massachusetts, Mr. Harkey will share his encyclopedic knowledge of wine in an entertaining and practical presentation that includes selecting the most appropriate (and often the most reasonably priced) wine to accompany a specific dinner choice or occasion.
    The event, one of the Center's most popular activities, begins at 6:30 p. m. and will also include a variety of appetizers to accompany the tastings. Non-alcoholic beverages will be available for spouses, partners, and friends who do not drink alcohol.

    TW - so happy I was not the only person that thought PC was cross promoting his project. Has anyone else seen the Parade Magazine that comes with the Boston Globe? First page inside is Walter Scotts Personality Parade. Every question is "what has so-and-so been up to". "What ever happened to so-and-so" The answer always includes something like "Oh, watch them Tuesday. They have a special on ABC". Oh, they have a new movie coming out on April 1st. [...] Yes, I've been here since 1977. I remember Cliff's and the Getty gas pumps that where there. Actually it was cool. Fill up the car and get your beer! He even sold bread and milk!
    Anyway, in spite of people's good efforts we will never have a "walkable, dense, commercial area" in Norfolk. There have been several posts about "oh, I would love a bakery next to Walgreens". "Why can't we have a coffee shop next to Walgreens"? Do the posters not realize how much the rent would be? A slot machine parlor could not pay the rent. Plus, Stop and Shop does not want anything there. If you call the posted phone number in the window they will not even return your call. Try it. PC talks about diversity and our kids living in his development. Take a drive up RT 27 towards Medfield center. Same high density project and those homes are $750,000 plus. This is what he wants you to envision. Not going to happen.
    Town Clerk warns us about registering your dogs. Thank-you, but could you maybe mention the deadline? Don't want to hear about checking town web site, which you did not. Can't the post say you have until 3/31 or whatever the date is?
    Finally. While I admire a young person wanting to tutor our kids in math, is it fair to provide those services at our library for a fee? If it is free then that's fine. No problem with a non-profit using our library but the link provided did not say that. Library board candidate Mr. Hill. What do you think?
    Sorry to be so cranky. Please don't tell me to vote, serve on town boards, attend town meetings or move. I vote. I have been on town boards. I go to town meeting and my home has lost too much value to move.

The town put up a temporary sign to prevent mayhem and anarchy at the intersection because there must 10,000 cars a day passing thru - ( Not really. Never could understand why it was put there in the first place, however...). That's my car in the background holding up all the traffic as I took the picture.
    When I rounded the corner, after coming to a complete stop and looking both ways 87 times, I saw this next picture.

    While out for a walk, Hilda found a $20.00 bill lying in the street. Being a rescue dog herself, she knew firsthand how hard it is to be a down and out dog in need of shelter or medical attention, so she had her people donate it to the Norfolk Animal Gift Account for the tag #1 raffle. Hilda's good deed, turned out to be a lucky one, because when ACO Cohen picked the winning number on February 24th Hilda became Norfolk's #1 dog for 2014.

    The Town Clerk's Office, working with our Animal Control Officer, Hilary Cohen, raffles off the number 1 tag to help raise money for the Animal Gift Account. This account helps animals in need that are not covered through the annual budget.

I am still pretty agnostic on development in the center but your argument is pushing me to think this is a bad idea. You are basically telling us that you want us to agree to change the entire character of the center of town in order for the owner of the property on Boardman and Main to rent the building that has been sitting vacant for years? Isn't the owner of that property also proposing to build the units on the site of the old town hall? I think it is pretty clear that no amount of development in the town center is going to lower tax bills for homeowners in Norfolk. Perhaps some development down on 1A might help. Development in the town center will however increase the net worth of the person who owns the property at the corner or Boardman and Main and serve to congest the center and add kids to our schools, which will in turn raise taxes. Your argument is not one that helps to change my mind PC.

  • 3/19 7:37pm   PC, regarding the building at the corner of Main and Boardman, that building is much too close to Main Street. It looks out of place being that close and I don't understand how zoning was put into place to allow it. That is just poor planning. Last time people asked about why the restaurant part of that building wasn't open, I recall the comment was the economy was the reason. I also heard that a restaurant at that location was too close to a school zone to be granted a liquor license.
    Now I would like to comment on the dense housing district downtown that "a lot of work was done to create". That work to create the zoning to allow such density was done by a few and not by the majority. The majority of the people around Town don't agree that the downtown district needs dense housing to support commercial development. The offset in expenses for Town services needed for the residential use will surely offset any commercial tax levy.
    1. Many of the town residents that live outside the downtown including my family frequently patronize the downtown businesses that operate now. For example, we go to Walgreens to get all our prescriptions and much more. We go to Daley's for fuel, repairs and stickers. We go the Nick's, Bourque's, Linda's and all the businesses that operate now. We don't have our doorways downtown.
    2. What the commercial property owners need to do is come up with more affordable rents to fill those spaces. At $20 per square foot that would be $20,000 per month for a 1000sq ft store. How can any small town business owner pay those rents and make a profit? Most small business is losing market share to big chain stores and the new economy on the internet.
    3. We don't think Transit Oriented Development (TOD) is a good fit for a small suburban New England Town such as Norfolk. The only transit system that Norfolk has to offer is the train. Most TOD towns and cities have other transit options such as Bus, Subway and Taxi service to get around. The MBTA train to Boston alone is not adequate to support TOD. Urban communities such as Pittsfield, Northampton, Quincy, Somerville, Chelsea, and Weymouth are more suited for TOD. High Density Transit Oriented Development will change the Small New England Town character that Norfolk now enjoys.
    4. What the downtown Business District doesn't need is more residential housing. With 500 units of housing proposed for the old Southwood property , 150 homes being considered for the old Buckley and Mann property on Lawrence Street, new homes being considered for the Airport property and numerous other small residential projects under construction, the Town of Norfolk is already on the fast track to problems with its WATER supply, town services such as Police, Fire and the DPW will need more staffing, and our schools will be strained with new students requiring more staffing. This will surely increase the tax burden on all of us.
    My property tax is 4 times what it was when I bought into this small New England town just over a decade ago. It will only be going higher with the future needs for new WATER supply wells and services such as Police, Fire, DPW and the needs of our School system to support all the residential development planned now. The current tax rate is $17.10 per thousand of value and that is a $13,860 tax levy on a home valued at $800,000.
    I would like to see the downtown moonscape developed. I disagree that High Density Residential Development is the answer to our needs. Norfolk has a new Town Planner. Let's slow down and hear what he has to say.

    Save the date! June may seem like a long way off, but the Norfolk Lions Community Day team is already planning this annual event.
    This year's event resurrects the original "Old Tyme Day" theme from years past when times were a little slower and more affordable. Community Day 2014 will take place on Saturday, June 7, 2014 from 11:00 until 4:00. Once again the Holmes Family has graciously agreed to host the event at their property at 22 Myrtle Street, Norfolk.
    This will be the Lions' 22nd year bringing a day of family fun and entertainment. The Lions' goal is to provide a country fair type environment including music, dancing, games, petting animals, hayrides, train rides, pie eating contest, foam for kids to play in, food and historical displays. This is an event for the entire Norfolk Community to come out, celebrate and get to know neighbors.
    The Lions welcome your participation and invite any Norfolk business, organization, neighborhood or group to participate in Community Day. Groups and organizations (including corporations) can take part in a number of ways, whether by setting up a booth or tent, sponsoring an activity or entertainment, or simply by becoming a sponsor.
    There is no set fee to participate, but we do ask that you provide something in return. For example, if your company wants to have a booth, then you should have something to offer that will add to the fun such as a game or activity, or provide financial support that will be used towards other expenses. You can also sponsor an event or entertainment. We are flexible; just tell us what you have in mind.

We have zoning laws in place to preserve this desired rural character and the town should uphold those zoning laws. If this is important to you, please participate by making your voice heard. So you know, the builder proposing this approval to the Norfolk ZBA also sits on the planning board... hmm...

I first met Glenn several years ago when we served together with other stakeholders in developing a strategic plan for the Library. I was impressed with Glenn's commitment to serve not only the Library but the entire community at large. When a long-serving trustee resigned last year to move out-of-state, Glenn seemed a natural replacement on the Board of Trustees and was selected by the Selectmen and Trustees to fill this vacancy until the May, 2014 town election. Since his appointment to the Board of Trustees Glenn has worked tirelessly to share with us his computer skills; policy development skills; and his remarkable ability to reach out to stakeholders, most notably the Friends of the Library. Glenn Hill will strive to do the right thing well for our Library and our community. I voted for Glenn Hill's temporary election to the Library Board on Trustees last year.   • 3/17 7:07pm   I was just reading "PC"'s post from 3/10 at 6.58. I can't help but wonder if this is Mr. C. from the Planning Board and who also is one of the builders in the PROPOSED project that PC is talking about.
    I quote "There was a lot of work done to create a dense housing district in the Town Center to help support our commercial tax base and populate a vibrant, walk-able, and transit oriented downtown. In addition, having alternative type housing, smaller homes, apartments, etc. will provide homes for people all across the economic spectrum, first time home buyers, empty-nesters, people considering buying here, and renters. However, if you keep building $800,000 houses with their $12,000 tax bills, and you will surely guarantee at least two things; your children, and people of modest means will never live here."
    Certainly sounds like someone with an agenda to me. I'm sure it's just a coincidence, there must be a lot of "PC"s around. But really. PC and his friends are trying to railroad a project through, that has absolutely no business here. I'm fine with people making a buck or two, probably hundreds of thousands in this case, but a current single family lot turning into a 22 and 26 building lot is [SENSELESS] and GREEDY. Doesn't belong in a downtown district.
    Meetings are scheduled for when working parents can't attend. Who can pay for a babysitter till 11.30pm whenever there is a Planning or ZBA meeting?
    Those things go on forever. We can't attend. It doesn't mean we don't care. Planning Board and ZBA members, listen to the majority of people on this forum and around town. WE DON'T WANT THIS PROJECT. There are no benefits. Sure the builders added 13 parking spaces. That will hold the overflow of 200 cars. Maybe for Christmas dinner the visitors can park all up and down Main Street. That's okay, because the builders will be able to pay for Valet Parking at their festivities with the money they hope to make off this ridiculous project.
    Please, ZBA and Planning Board, put Norfolk first. This project does not belong on Main Street.

I am a simple man, as I am sure my wife can attest, but that seems to be a huge conflict of interest. Maybe the builder can offer to buy one of the houses across the street from where the entrance will ultimately be located so they can enjoy having cars coming and going every 4 minutes or so. I'll bet at night it's going to be especially exciting, all those headlights illuminating the house!
    Sarcasm aside, I posted on this a few months back and I just can't believe this may actually happen. I have only lived in a town for 7 years, but I came from a town that did the same type of development and can't wait to see how it impacts Norfolk. Maybe soon we can change the name of the town to East-Franklin! (oops, sorry more sarcasm) Like many, I take full responsibility for not being part of the process. With a 2 year old and a newborn, it's difficult finding even an hour to attend a ZBA meeting, but I will definitely be e-mailing my concerns. I too would like to see the rural character of the town preserved; I can't afford to move to Dover!

  • 3/10 7:22pm   As far as I know, this coming Friday (March 14th), the Norfolk ZBA will be meeting again (this time exclusively) to continue the discussion of whether or not to approve the larger development of 106 and 108 Main Street in our B1 district (downtown) . This is the land that the builder wants to pack with single family homes in lieu of just going with what is allowed currently as far as the maximum amount of bedrooms per parcel of land. If this variance is approved, then that approval would allow for 50 or so homes to be built upon two small parcels of land and would ultimately open the gates for other developers to do the very same here in this town thus changing the rural character of this community forever. We have zoning laws in place to preserve this desired rural character and the town should uphold those zoning laws. If this is important to you, please participate by making your voice heard. So you know, the builder proposing this approval to the Norfolk ZBA also sits on the planning board... hmm...

  • 3/10 7:21pm   My name is David Rosenberg and I'm running for Norfolk Town Moderator.
    Unlike meetings that are intended to merely inform, and unlike hearings at which voters express their opinions but the decisions are made by a Board or Committee, at the Town Meeting, the voters express their opinions, listen to and consider each others' opinions and then the voters, as the Town's legislative body, make the binding decisions.
    The Town Moderator "moderates" the Town Meeting - to ensure that everyone who wants to address the meeting has a fair opportunity to do so, to see to it that all the rules are followed, and to be sure that the meeting is run efficiently. In essence, the Town Moderator is responsible for the process by which the meeting is conducted, but is entirely neutral on the substance of the decisions the Town Meeting makes.
    The Town Moderator is also responsible for nominating a Deputy Moderator and for appointing people to fill vacancies on the Advisory Committee and the Bylaw Committee.
    I am concerned that typically a small percentage of registered voters attend the Town Meeting and hence the binding decisions that affect everyone in Town are made by a small percentage of the voters. In addition to being very busy, some voters don't attend Town Meeting because they are not sure what is being discussed, or they are not sure how to participate in the discussion, or they feel that if they speak they won't really be listened to, or they feel that their voices don't really matter.
    If I am elected Norfolk Town Moderator, I will try to enhance civic engagement in Norfolk. I have a number of ideas about how to do that. But before trying to implement any of them, I'd like to get your ideas about how to get more voters involved in making decisions for Norfolk. If I'm elected, I'll convene a discussion (probably both as a physical meeting and electronically) about how to get more people involved. Rather than wait for the election, I'd appreciate your sending me your ideas now at the address David-Rosenberg@earthlink.net with "Norfolk Civic Engagement" in the subject (to help me find those messages among the other E-Mail I get). If one of the other candidates for Town Moderator wins the election, I'll send him all the suggestions I've received.

Glenn has shown an active interest in the operations and well-being of the library for many years, going at least back to when I first met him on a committee assembled to assist our director with the preparation of a strategic plan for the library. He is currently serving on the Board of Trustees, temporarily filling a mid-term vacancy. He has attended all of the Friends' meetings and has shown genuine interest in the mission and activities of the library. He has shared his expertise in computer security by presenting public programs on identity protection and computer security issues. Most importantly he has demonstrated the ability to effectively partner with the library administration and the other trustees.

  • 3/4 1:50pm   The King Philip Music department, along with the King Philip Music Association is hosting the King Philip Winter Classic Percussion and Color Guard Competition on March 8, 2014. This competition has a variety of different levels of competitors and is a fantastic opportunity for younger students to view some World Class groups in a single setting. The competition includes eight percussion groups and fourteen color guard corps form all over New England. The King Philip Indoor Percussion ensemble will be performing their show A time Traveler s Medley. Doors open at 3:00 and the competition starts at 4 :00 . The transfer station does not have lights, and it is dark when it closes at 4 during most winter months. Norfolk sells its recyclables. It makes more by not comingling. Our town has a high recycle rate.

Let's not forget how bad the last few months have been and every town needs the same supply. Here is my suggestion to you (it's what I was taught by my parents and what I have taught my own children): DON'T drive if the road conditions are unsafe. If you must than drive at least 10 miles slower than the posted speed limit, keep four cars lengthens between you and the car in front of you, if the person behind you doesn't like it remember it just might be their life you save as your own!! I for one am very grateful for the guys who risk their lives to keep people like you as safe as they possible can!!!

The dog park is on State land and all that the town asks is that your dog be licensed and up to date on their rabies before you bring it to the park. Dogs are allowed to be off leash to socialize with other dogs. Wrentham animal control is still responsible for ensuring that state and local animal control laws are followed. A great place to socialize your dog and meet new friends.

I think the wrong-headed idea is that if there are more people in the center, more businesses will want to open. But on the other end, more people create more expense that isn't neccessarily covered by the prop tax depending on the number of addditional kids in school.   • 2/24 11:58am   KRL - your request for a town tax refund is about as assured as Governor Patrick's original campaign pledge to lower property taxes. Interesting that the CPC can spend over 300K to install a paved parking lot for the new Gumps Farm playground (Franklin built a parking lot and new playground at the Delcarte Recreation Area on Pleasant Street for less), but our roads go wanting. (I know that the CPC funds come from a separate kitty that has lots of strings attached and that there is a nationwide supply issue with road salt, but it was frustrating to hear the robo call today.) If it's any consolation, Westwood has a comparable notice about road salt on its town home page. I guess the silver lining in all of this is that the caustic effects of road salt on the remaining brick crosswalks downtown will be abated :)

    CS - Speaking of dog parks, I saw lots of dogs and happy owners frolicking at the Wrentham Dog Park on Saturday morning before the snow started flying. According to www.doggoes.com, it's managed by the Wrentham Developmental Center aka the State School. Our state income taxes subsidize the State School; therefore, I would assume that Norfolk residents should be able to use the park as well, foregoing the need to build one here. So using the Wrentham dog park would be no more "cheap freeloading" than hiking in a state forest with fido.

  • 2/24 11:56am   To KRL. Yes we are out of salt. I for one feel the town does an unbelievable job of cleaning our streets. I too pay high taxes and do not like it. We are usually given above standard street cleaning. I drive to work every day and go through Walpole and Norwood. We have been better than both of those towns. Every community, on the east coast is strapped for ice melting salt. So no you will not get a refund. Maybe it would be better to thank the men who have worked very hard to assist all of us. They have put in MANY long hours and I am grateful. Let's hope spring comes soon.

  • 2/16 6:41pm   Members of the ZBA, Planning Commission and Conservation Commission,
    I moved to Norfolk several years ago, for many reasons. A low tax base was NOT one of them.
    I knew that the town had high taxes, but also had the proof on paper that the taxes were worth it. Then. Great school system. An Emergency Services Group that was well run. Schools, safety, and location are really what people are looking for in a new town. Quaint town centers are nice, trees are nice but people happy to live in a town are the best.
    It seems that some of the powers that be, believe that adding in dozens of new homes and hundreds new people will make Norfolk better, which is why this plan hasn't been shot down yet. Have you ever driven by Dunkin Donuts in the morning, or tried to get through the rotary when the train was crossing? It's horrible. Yes, I knew about these 2 things when moving here. I avoid downtown at all costs because of those reasons. I go to Walgreens in Franklin in order to avoid downtown. Why is someone thinking that adding 200 cars per day, as stated in a Planning board committee meeting in January I think it was, is a good idea? Of course the supporters of the plan want an exemption on a traffic study, because if one were to happen, there is no way anybody in their right mind could approve such a plan.
    106 and 108 Main Street are also a wetlands area. Again, I believe another exemptions was called for against a water study. Why? In the meeting December or January, there was a total of 17 exemptions that were being asked for. Isn't that ringing bells with anybody who makes these decisions?
    Would you like to make Norfolk better? In my opinion, let Businesses in and in approved business districts. Fill the 2 store fronts near the Walgreens. Fill the empty buildings and lot on 1A. Cramming people into a small location, to make some money for the people pushing the plan is not the best way. And that member who is on the board, but also pushing to make this happen, can sit in the back of the room all he wants, it doesn't change the fact that he is a conflict of interest. Give me a break please.
    Once you do this for this group, you can never say no again to any other group that comes in and wants to take a 1 house lot and turn it into a 50+ home lot. Too many people putting too much of a strain on a system that is just barely functioning now.
    There are so many reasons that I and others think that this plan should be stopped now, please listen to everybody. Please put the town first and not individuals. The good of Norfolk should be your first professional concern. I thank you for your volunteering, I could never do it. I hope that common sense prevails in this case and not money.

    What better way to beat the winter doldrums and warm the spirits than with a little chili? This year we have 6 great area restaurants competing for bragging rights to Best Chili of 2014: Eagle Brook Saloon, Horse N' Carriage, Mr. Dooley's Olde Irish Country Pub, James' Roadside Caf, Budabings 50s Caf and new this year Commonwealth BBQ. You get to sample each chili and then vote for your favorite. The winner will be announced at the end of the evening.
    In addition to the chili, you will also be served mac & cheese, salad, cornbread, beverages and dessert. It's a great meal and lots of fun for the whole family!

The developer has filed with the Zoning Board of Appeals to increase the amount of bedrooms per unit. A request that was defeated twice at Town Meetings. The case was heard by the ZBA on January 29th and is continued for a decision to March 19th. At that hearing over 34 residents attended, among them were 3 past Selectmen, 2 past members of the Planning Board and Zoning Board Of Appeals. All voicing their opposition to this dense development. The ZBA received 37 letters in opposition to this appeal. NCTV taped this meeting, being shown on channel 42 & 22. This hearing is shown after 3 prior applicants were heard approximately 2 1/2 hours into the taping. Concerns were voiced about effects on water, taxes, schools, safety, traffic on Main Street, single entrance and exit from 50 units, and detriment to the Town character. Planning Board is still reviewing this application for a Special Permit and is scheduled to meet again on February 11th. (subject to change). This development is certainly not beneficial in any way to the Town of Norfolk and should be denied. More people need to voice their opinion of this dense development by letter, email to ZBA, Conservation Commission and Planning Board.

    Our Town, Norfolk, is generating a history of mismanaged spending and I would like to provide the following examples:
    a.. The Town hill/common in our center... We taxpayers invested in the improvement of this area only to have the new landscape removed and then to have the height of that area lowered and then to have new landscaping installed again. Twice we paid for new landscaping for that area in a very short amount of time.
    b.. The very nice lampposts we paid to have installed and lit only to have all of the bulbs removed due to their being overly bright and then we had to pay again to have less bright bulbs installed (perhaps I am wrong and the Town just lowered the amount of energy supplied to the existing bulbs...?) If new bulbs were installed to replace the brighter new bulbs, I wonder how much that cost each of us.
    c.. The new library... We paid for this by several means I suppose but, why did we have to pay to have the new library sided twice? The library was built and expensive cedar clapboards installed and then, just a short time later, we paid to have that siding removed and then to have new cedar clapboards installed again. That type of siding, if installed correctly, should last at least 30 plus years. What happened to the first siding attempt? Who paid for the second cedar sidewall job?
    d.. The brick crosswalks and roundabouts. We paid for red bricks to be installed only to have the road salt dissolve them in a very short amount of time and now, we have to pay to have them removed and to have granite cobblestones installed. There are red brick pavers that are made to hold up to salt etc. but, whoever decided the type of brick to be used chose a type that are not suitable for New England roadways. Who made that decision to use inferior bricks in the first place? Who is paying for the replacement of these bricks?
    e.. Now, yet another playground... how many do we truly need and, why did the Town tear down a classic New England farmhouse (Gump's) only to build a new modern home in its place? It is my belief that with the money spent to tear down the old home and build a new home in it's place... that this process would cost more than rehabbing the existing home. This type of rehabbing a home is done all the time and the remodeled home ends up quite saleable and, it maintains it's classic country charm. I do not believe it would have cost more to rehab that home in lieu of tearing it down and building a new home.
    f.. There was a time that teachers were being laid off and at the same time we paid to have a very expensive (five figures) clock installed (near the Red School House)... why?
    g.. Now there are those who want to change forever the unique charm of our Town's center by being granted permission to cram 50 or so houses on two small parcel of land. This will not be just one site if approved. If permission is granted, then all of the other similar parcels of land in the B1 district will be subject to the same approval. The Town cannot say yes to one developer and no to the next. The Town would be sued by doing such and guess who would pay for that lawsuit.
    I grew up nearby and have lived in this Town since the early 80's. I love this Town and, I am very capable of accepting change. I admit in my not being overly involved in the decision-making processes but, even if I am guilty of that, I still have the right, as a taxpayer to sound off about some of my own dismay of poor spending practices witnessed while living here. As a promise to myself, I will now attend as many Town meetings as possible because things seem to be going astray with spending. Many of ``us'' Town residents need these wake up calls even if we who do ``complain'' and seem like ``sidewalk supervisors''. Stirring the pot in these cases is not complaining, it is jostling awake so many of ``us'' daydreamers. I for one am more aware than ever and will act in more constructive ways from now on by participating in the decision-making opportunities all of us have. This Town is in great need of a ``tighter belt' I feel.

If you were at Town meeting to vote on the expenditure of money for Gump's farm, how did you miss the extensive presentation of exactly what was going to be done there? What was done incorporates several requirements of expenditures of CPA funds. I'm not going to go into details about requirements of CPA because the responders to this comment wouldn't want to let facts get in the way of their responses.

Whether a current or retired professional, a basement hobbyist, a skilled old hand, beginner, or just a lover of the craft, you are welcome to join the group for their second meeting on Wednesday, February 12th at 10 a. m.
    Participants are encouraged to share their experiences, expertise, and plans, in addition to exchanging knowledge about suppliers, tools, resources, and just about everything related to this age-old craft. Photographs or descriptions of completed, ongoing, or future projects for discussion and support are also encouraged.
    The sessions are open to the public and are conducted by the Norfolk Senior Center's very own Council on Aging Associate Member, Peter Soltz, a recently retired owner of a kitchen and bath business and longtime woodworking hobbyist. A special treat is in store for this month's participants with the showing of a film about Sam Maloof, one of America's greatest furniture makers.   • 2/2 4:09pm   I received my real estate tax bill for the 3rd and 4th quarters of fiscal year 2014 in late December 2013. The payments are due on 1-Feb-2014 and 1-May-2014.
    I want to deal with the bill when I receive it (so that I won't have to remember to handle it later), but I don't want to give the Town an interest-free loan by paying the bill early and I also want to be sure that I pay the bill on time so that I'm not subject any interest or penalties.
    Note: The credit card fees are really horrendous. If you are paying online, you should use ACH (an electronic payment from your bank checking account). If you can't do that, then you should pay with a paper check that you send (or bring) to the tax collector. A $1,100 tax payment made by credit card will cost you an additional $40 credit card fee. A $3,100 tax payment made by credit card will cost you an additional $100 credit card fee. Don't pay by credit card or debit card if you can possibly avoid it.
    A Norfolk homeowner can use the Town's UniPay Online facility to schedule future payments and have the payments made automatically on the exact days they are due. The Town's webpage says "Currently Requires IE 5 or Higher", but it seems to work with current versions of the Safari, Firefox, and Chrome browsers. (Since IE is only supported on Windows, if IE were really required, then Macintosh, Unix, Linux, etc. users would be unable to use UniPay.)
    In order to schedule future payments, you have to have a login account on the UniPay site. You can create a login account using the UniPay account creation page at unipaygold.unibank.com/signup.aspx
    To have a round number in the following example, let's assume that a homeowner's real estate taxes are $1,000 per quarter.
    After logging in, go to the Town of Norfolk landing page on the UniPay site at unipaygold.unibank.com/Default.aspx?customerid=435. On the right side of the window is the heading "Transactions" in an orangish color. Click on the third item under that heading, "Tax Collector". That produces a popup menu from which you could select "Real Estate FY14 3rd Qtr". You would then enter the bill number from the paper bill you received and the fiscal year (2014). Assuming that your Real Estate bills are paid up through the 2nd quarter, you would see that the amount due for the 3rd quarter is what it said on the Real Estate bill you received in the mail (in this example, $1,000). Because you are logged in to your account, you can schedule the payment for the third quarter of fiscal year 2014 to be made on the date it's due, 1-Feb-2014. Now, going back to the Town of Norfolk landing page on the UniPay site, you can again click on the "Tax Collector" item under the "Transactions" heading and this time select "Real Estate FY14 4th Qtr" from the popup menu. After again entering your bill number and the fiscal year, you will see that the Amount Due is not the $1,000 on your bill, but is more than double that. This is the amount that would be owed for the 4th quarter if you hadn't paid your 3rd quarter bill (i.e., the 3rd quarter bill, interest on the third quarter bill because it wasn't paid on time, plus the 4th quarter bill). But since you've scheduled your 3rd quarter to be paid on 1-Feb-2014, you can ignore this amount and enter the $1,000 shown on your paper bill and schedule the payment to be made on the date it's due, 1-May-2014.

  • 2/2 4:01pm   BR #1 It would help if you specified the water tests you needed. You can Google the web for Primary Drinking Water Standards for a variety of parameters that you could test for. The testing should be done by a state certified lab. And as someone noted previously, stay away from the free testing! The samples have to be collected in a prepared container (no plastic water bottles) and for a proper test to be conducted, there are holding times and other requirements. Expect that a basic testing ``suite'' would be starting at $300.00 and go up. Some specific tests can be several hundred dollars.

    "3. There are 10,000 people in Norfolk. We don't see how 100 more residents will support business in the downtown area. People shop on the internet now and big chain stores for the best price. Small business has uphill battle in the new economy."
    Vacant storefronts do nothing to help our town or the property values of the homeowners. We should do everything possible to help our small business. These are local residents, hiring local people, paying rent to the building owners that contribute to our tax base. If as you say "Small business faces an uphill battle" we should do what we can to help out.
    Planned development that puts people close to the services they require, is good planning. It minimizes the use of cars, it promotes the use of mass transportation, and it helps maintain a vibrant downtown of small businesses

The suggestion that we use facilities at other town's is not practical and would reflect poorly on our town, making us look like cheap free-loaders, unwilling to build something as inexpensive and simple as a dog park, for example. Would we want other towns flocking to our children's playgrounds because they decided that was a cheaper option for them?
    Norfolk already provides services for children, senior citizens, and everyone in-between at some level, which seems both fair and desirable for a nice town like ours. The logical next questions are - to what level do we expect these facilities to perform at, and what are we willing to spend? This seems to be where there is a break-down. Not nearly enough participate in the committees, meetings, and votes - yet everyone feels quite comfortable using their right to express their opinion after the wheels are in motion.
    Criticizing the work of volunteers who are trying to serve the community, and who deserve the assumption that they are always acting in the town's best interest, can be very detrimental. It serves to dissuade people from wanting to step forward to volunteer, it polarizes people, and frankly it is not helpful to speculate and cast stones after the fact. If we feel strongly about matters, we should volunteer more often, vote, and remain civil and respectful as a community.

    The parking isn't very 'country' I agree But we aren't driving tractors in 2014 either. Some of the paving is an ADA requirement, not rec depts choice.
    The playground only serves some, yes. And you may have grand kids some day too! The play grounds at the schools are for the school aged children. There is a large balance of open space that Gump's hadn't actually tilled in a generation, but was approved for a cul de sac. We certainly have a dearth of houses and this remains a centralized gem for community gardens. Begrudging 1-3% of tax (and state match) for green space is not only childish, but very short sighted. Truth is: we don't have much green space left. We need to purchase a few more parcels before places like Jane&Paul's orchards and fields become endless lines of three car garages&bloated trophy house.

I sent in a sample, free of charge and waited for the results. What I received were repeated phone calls from a sales agent trying to sell us a water filtration system.     Democrats in Norfolk will be holding a Caucus at 11 AM on Saturday, February 8, 2014 at the Norfolk Public Library, to elect delegates to the 2014 Massachusetts Democratic State Convention. Democrats from across Massachusetts will be meeting during the month of February to endorse candidates for statewide office. The State Convention will be held Friday, June 13 and Saturday, June 14 at the DCU Center in Worcester, MA.
    The Norfolk Democratic Caucus is open to all registered Democrats in Norfolk and the Democratic Town Committee welcomes participants. Delegates are divided equally between men and women, and all ballots will be written and secret. Youth, minorities and people with disabilities are welcome to apply to be add-on delegates.
    The Norfolk Public Library, located at 139 Main Street in Norfolk, is handicapped accessible. Be advised that no late entrance to the Caucus is permitted after 11 AM.   • 1/21 11:44pm   BF - You are correct when you remind those reading that this is "our" money not the Town of Norfolk's, not the State of Massachusetts', and not the Federal government's. The taxpayers approved the purchase of the Old Gump's Farm to preserve the land, the fields as they were, open space. For some reason, a few decided that we needed to install a New York, Bronx style playground and since that is what they, the CPC and the Town officials envisioned (sort of like their bridge to nowhere), You, the taxpayer who pays for it, better accept it!!
    Did they ever take into account that there are three(3) playgrounds within 0 .5 miles of this playground not including the old playground on Boardman Street? I wouldn't want to tell you what they cost (can you say millions). One reader so eloquently made the point that if The Old Boardman street Playground was so bad why didn't the people using it get together and donate money to repair it??? Oh, I know, the same reason they don't have a swing set in their back yard, they would have to pay for it. Why do that when you can get everyone to share the cost!! Welcome to the NEW Norfolk!! We have new trucks for every DPW worker (so now they can hide starting at 1:15pm till 2:45pm in warmth and style), we have the best of the best Police vehicles, (more vehicles than officers I think), so that they can handle the rough terrain of Norfolk (that must be Park street where the road looks like a war zone), a fancy recreation Dept vehicle (I know it came out of their budget) i.e. YOUR TAX DOLLAR, and I could go on and on!
    The point is; Just because our roads are plowed after a snow storm (they better be with the cost of it), just because our kids are not coming home from school "high" and mumbling, does not mean that everything is OK and our Government officials are watching out for you! Most of them just look at it as just a job, (that's why they are always applying to new ones out of town, on your dime). It is time that the budgets in this town are reviewed using a zero based budget model where all expenses have to be justified and not that we just keep adding more money to existing spending. We need to review thoroughly the Police, Fire, DPW and School budgets and reduce the wasteful spending which keeps mounting year after year. We also have to eliminate the CPC tax. What started out as a great idea, like most government programs has turned out to be a wasteful program benefiting a few.

Not only do they clean out dryer vents and lint trap in your dryer, they actually take the dryer apart and clean the inside of the drum as well. This picture shows the lint that was trapped within the dryer drum that would not have been removed, and the lint actually appears to be singed a bit. The cleaner was very helpful and courteous.   • 1/21 11:40pm   Just went past (again) an amazing site at the corner of route 115 and Boardman St in Norfolk... The location: Where Gumps country farm stand once stood... Good riddance I say! Now we can lay out more much needed asphalt for the parking requirements of what appears to be the site for some sort of amusement park.
    Has anybody else notice this initial grand improvement to that old crummy farm! And the now huge array of unassembled colorful parts of what appears to be the first phase of a miniature amusement park located right here in our own Town. Does anybody know if this may be the next location of Six Flags...? Perhaps this small scale phase is just a trial run for them...? Will there be an admission charge? Perhaps we Norfolk taxpayers will receive a discounted or free admission? Will some of the amusements be for us ``older kids'' or just for our Towns tots?
    Thankfully there is still some room of yet to be altered ``open space'' behind this site for future expansion. Perhaps we can rally for a roller coaster and/or a giant Ferris wheel... or miniature golf! Yes!! Hey with all these plans to load up our Towns center with 50 or so houses neatly packed on one or two small parcels of land , and then do this again on more and more parcels of land in our Towns center, then this sort of planning makes so much sense. We taxpayers must keep all the future newcomers with young families amused so they will stay and we can perhaps gather even more CPC revenue from them as well for future acquisitions of more open space... and then subject that land for some wise repurposing of such. What's next, we then pass more zoning law amendments to allow for triple decker's too?
    Ahh... the sweetness of ``country living''... the heck with trees and fields and meadows I say... oh and locally grown fresh produce... I for one would much rather buy my strawberries from a chain grocery store who purchases produce grown in Mexico and South America... I have heard those countries are still allowed to use that good old and wonderful DDT... mmm mmm good stuff... not to mention food bio engineered... Wasn't there going to be a community farm in Town? Is that site under pavement now?

  • 1/21 11:28pm   DW, we disagree that the DENSE development at 106/108 Main Street will be a good use of the land.
    1. Although in walking distance, there are many properties in walking distance and very few of those people walk to town center.
    2. We agree that another housing option is good for Norfolk, but the proposed development is 3 times what is allowed by As-Of-Right Zoning for that land. Under current zoning rule I.4.a.11 the land could have 8 homes per lot. 108 Main Street has 3.8 acres and 106 Main Street has 5 acres and each property is about 50% wetlands, so now those homes are clustered in a very small area. Furthermore this residential development is in our downtown B-1 business district that should be used for business development.
    3. There are 10,000 people in Norfolk. We don't see how 100 more residents will support business in the downtown area. People shop on the internet now and big chain stores for the best price. Small business has uphill battle in the new economy.
    4. The town is at peak for residential dwellings for the services it has now. Any further development in town will strain the services we have now. According to Norfolk's Master Plan done here: http://www.virtualnorfolk.org/public_documents/norfolkma_planning/masterplan11-15-07.pdf we are in need of additional water supplies to start with as you can see on page 53 of the plan. Also, according to this 2007 plan, if those homes have just 1 child that will cost the town $8000 to school the child. This figure right there is more than the revenue the town would see in real estate taxes. Read the plan, it is interesting and we think many of the values used are under estimated or outdated by today's economic conditions.
    5. The proximity of this DENSE development is more of a problem for the Town because of the traffic problems it will cause. It has been estimated that the development will generate more than 500 passes per day. This will cause traffic congestion and will slow emergency response from our safety building in some cases.
    The people of Norfolk voted against changing zoning rule I.4.a.11 allowing a density greater than 16 bedrooms per lot at two recent town meetings. Building 50 homes on less than 10 acres is not what the people want. This will change the small downtown character that people of Norfolk want. Once we allow 1 development of this type, more will follow changing Norfolk forever.

    Registrations completed after January 24, 2014 will be placed on a waitlist and, if accepted, will incur a $30 late fee. Registrations will only be accepted if all outstanding fees to the Club have been paid.
    Every NEW player will be required to purchase a `new' SC Norfolk Uniform during registration. If you have purchased a uniform since the fall 2012 season then you do NOT need to purchase a new uniform, if it still fits your child.
    Register online by going to our website scnorfolk.com and selecting the "Registration" link from the "Quick Links" menu on the left side of the page. This link will take you to the scnorfolk.com registration page where registration instructions are provided, as well as a link to the AdminSports site that handles registrations and payments. This is the only method for registration. Online payments may be made using a credit or debit card. ***Please note that we do not accept payment by check***
    The cost for Spring registration is $100.00. Uniforms are also required at a cost of $60.00. Older uniform versions are not acceptable. If you volunteer to be a "Head Coach", you already have, or receive your `F' coaching license during the current season, and you are assigned the "Head Coach" role for your child's team for the entire seaso n, your child's program fee will be refunded at the end of the season (only one program fee per family will be refunded for each Head Coach).
    Eligibility is open to all children living in Norfolk (or with a parent living in Norfolk) who are currently in grades three through six . The requirement to be at least in grade three is a change from previous years directed by Boston Area Youth Soccer League (BAYS) which is the league in which we play.
    "The Boston Area Youth Soccer League (BAYS) prohibits U8 and younger players to play on a BAYS team unless they are in the 3rd Grade. This Policy was effective starting with the Fall 2012 season. U8 players in the third grade will need a waiver to play."
    Team rosters for the Outdoor Spring 2014 season will be e-mailed out prior to the start of the season. The weekly games are played on Saturdays and will run from April 5 through June 14 (10 games), with no games scheduled during Memorial Day Weekend. There will be 2 practices per week.
    As this is travel soccer and is considered competitive play, attendance at all practices and games is expected. Rosters are formulated and teams are competitively placed with the expectation that those players that are on the roster will be at the games and practices. Especially in the 6v6 games for U10 and under players, a single player can have a significant influence on where a team is placed to achieve an appropriate level of competition.
    Game schedules are set by BAYS. Currently, this is the current Saturday game schedule, but this is subject to change:
    Girls U9 and U12 10:30 AM | Girls U10 and U11 11:45 AM | Boys U10 and U11 1:00 PM | Boys U9 and U12 2:30 PM
    Practices are determined by each coach. The practice slots at the Pond Street Fields available to SC Norfolk, as provided by Norfolk Recreation, are currently:

My reason for voting the town to purchase the land was to keep it ``open space'' and the idea that perhaps a community garden could be built. It never occurred to me that it would be used for a blacktopped playground. Had I known I simply would have been against the purchase.
    I agree that if the Boardman St playground needed repair we should have repaired it rather than make it disposable. We already have a facility on Pond St that's not that old and has plenty of space and parking.
    Now to address comments that we (the residents of Norfolk) use a neighbors facilities rather than build our own? They have budget constraints as we do but they sacrificed something to get what they have. We need to depend on ourselves and use our assets more wisely and not mooch from others.
    It seems our town is not opposed to spending money either duplicating work (the town bricks in the center) or facilities (playgrounds). If we spent our money more wisely perhaps residents wouldn't be opposed to some of these projects. Has anyone taken a look at the MBTA lot on the town hill? It's a disgraceful condition it isn't even 10 years old is it? Before you say that's not town money, it's still our money regardless of who doles it out. State, federal or local it all comes out of our pockets

When I found out who was left if I didn't want to follow him - this was a few years ago - my choices were a woman with her degree from Aga Khan U and a RESIDENT, so I followed my doc to JP. Before I was able to get in to see him the first time, I waited 4 months, and he was the only one taking new patients. These were my experiences. Things are much worse now, if you believe any of the news about healthcare. Just get your name in over there, and good luck.

As far as I can tell the "community" didn't feel the need to contribute. Did you? If the people here in town with children felt they needed a safer place for their children to play perhaps they could have pooled their own money and given it to the town to make renovations to the existing playground. I'm sure the town would have gladly accepted their extra money. Perhaps they were affraid the town would go to meeting and find a better way that extra money might serve the "community"? Most of my tax dollars already go to educate their children, (I have no problem with that), but now my tax dollars are supposed to entertain them as well?

Both are a short distance away. Norfolk doesn't need a dog park. (For the record, I used to own an adopted greyhound, so I am not anti-dog.)
    On the subject of the Boardman St. playground - I used to take my daughter there when she was younger. It was a basic but functional playground with some shade - invaluable in the warmer months. (Did it deteriorate to a deplorable state - yes? Then it should have been repaired not relocated). When we wanted some variety we went to the "purple playground" in Medway next to its senior center and playing fields (it's between 109 and Village St.) - from there you could go for ice cream at the Black Cow. My point for both types of parks (dog and kid) is why not take advantage of what other communities offer rather than incurring additional expense to the taxpayer?

I certainly tip my hat to anyone willing to put themselves out there to serve our district. Finally, congratulations to the voters who went out to exercise their right to vote. While I guess 20% turnout for a special election is a good turnout, it still seems quite low. It takes all of 10-15 minutes to drive to Freeman/Kennedy to cast one's vote. One might wait that long at the drive thru at Dunkin Donuts... or reading to and responding to posts on Norfolknet. (although, it seems that the regulars on Norfolknet strike this reader as regular voters). This is not a slight on anyone who couldn't make it to the polls for various reasons.
    I guess my point is, voting is SO important, and, as engaged citizens, we need to encourage our friends and neighbors to not only exercise their right to vote, but to be engaged, to understand the issues -- so that we know what and for whom we are voting, and then, vote according to that understanding. This should hold whether it is a national election or a small, local special election. And, this should hold no matter what your political stripes are.
    I've seen many calls on Norfolknet, encouraging people to attend meetings, to learn more about what goes on in town, what our selectmen are voting on etc. I support those calls.
    In any event, congrats to all who participated in the process on Tuesday!

  • 1/10 9:07pm   JW, CPC funds were to be used to buy and preserve open space, not to build playgrounds for your kids, period. By opening a town meeting to plan a playground for this "open space" and spending CPC funds on it, they have opened a can of worms. This is what a majority here in town were affraid of. As such, the majority voted to lower the amount the town could tax for CPC.
    I would venture to say when most realize the CPC funds were used for this playground there might even be a push to eliminate it altogether. I for one, will be one of the first in line to vote to eliminate it. Every time I drive by that waste of CPC money it will be my reminder to go to town meetings from now on. I'm pretty sure the rest of the "curmudgeons" here in town, if they realize how that money was spent, will be sure to get out of their easy chairs and grab their canes and make the trek also.

A committee was formed by the selectmen to decide how the Gump's property should be used. The committee included anyone who wanted to get involved, including people from various boards and abutters. The Recreation Department made the suggestion to move the playground to Gump's for several reasons. CPC agreed to support the plan at Town meeting. The voters at Town meeting voted, not CPC, to spend the money on a new play ground.

    1. The proximity of the commuter rail within walking distance.
    2. Providing another housing choice in Norfolk that is not single family on a large lot.
    3. The proximity of this new housing which will be walking distance to the downtown small businesses.
    4. The addition to the tax base for a development of this type and density is greater than the costs the town will incur in additional services.
    5. The proximity of the public safety building.
    My thinking is that we should welcome this investment in our town.

Clearly, you either have no children or you never had the responsibility of multiple children. If you go to any of the local playgrounds they ALL have fences for safety. Of course at 47, I don't consider myself old and cranky, nor do I want to move to Florida. Why should my tax dollar be spent for your kids entertainment? If you want a safe place for your kids to play you could always put a fence around your own property and put your own swingset in. Guess that sentiment is alive and well.
    (And, just for statistical purposes, I am 44 and I, too, have a FAMILY and yet I didn't feel that Norfolk needed a new playground. And, yes - I would also love to see the vacant stores filled. It would certainly help ease the tax burden that is breaking our backs in order to keep Norfolk a family life centered town...)

    My Verizon telephone line on copper service went out also on Friday Dec 27. That day I called in a trouble ticket to Verizon after I went through the troubleshooting as the automated Verizon system directed. My services did not come back on until Sunday. I canceled the ticket using the Verizon automated system. I was never notified that it was corrected by Verizon or what the issue was.
    As a side note an installer had come to our door a few weeks previously unsolicited. The installer was trying to get us to change our service to FIOS. We did not change to FIOS at that time. I would prefer to stay on copper as when the power goes out FIOS depends on a battery back up to work. With FIOS your service will go out after the battery is depleted. I am not sure Verizon can force a switch to FIOS phone service.

My guess is that you did not attend either of these meetings.   • 1/1 10:10pm   To DT and PMM: As a parent of two young children, I am grateful and appreciative for whomever in town had the common sense to build a new play space in town for our ever growing population of FAMILIES in Norfolk. The old Kids' Place was a town lawsuit waiting to happen. Children constantly got splinters from the old wooden structures, there was no closed fence to prevent children from running into the woods or the senior housing complex, there were many wasp nests attracted by the wood, and the equipment was clearly out of code. Yes, it was "out of the way" but it was isolated. I have been there a few times as a woman with young children and felt somewhat uncomfortable surrounded by woods and not seen by anyone on the street; so I think it was smart to put a park that caters to women and children in a visible spot. Also, clearly the town is not done with the landscaping as it is winter and not the time to plant. I have no doubt the planning of this park will be done with taste and blend in with the culture of the neighborhood, as it seems all the town buildings are done here. Furthermore, the point of Kids' Place is that it is for children from birth to early elementary that can be accessed during the day. HOD and Freeman cannot be accessed during the day by the general population nor is the equipment meant for very young children; the equipment at Pond St. is not for very young children. I wish the curmudgeons of this town would start to realize that this town is attracting more and more families and therefore town budgets will need to cater to facilities that support families such as school, fire and police. I think the real question should be why hasn't someone in the town addressed the fact that there are two buildings with multiple spots open for businesses which have not been leased in many years. Has anyone tried to work with the landlords? In conclusion, I suggest to those that do not like their taxes used to promote family life in Norfolk move to Cora Gables, FL.
